Does Signal enable HIPAA compliance?

Signal calls itself a secure messenger that offers end-to-end encryption, but there is no mention of HIPAA compliance anywhere on the platform’s website. A search on Signal’s Support page returns no mentions of HIPAA either. Likewise, there is no mention of Business Associate Agreements (BAA) on the website. 

Those who need a secure messaging app to transmit protected health information may want to use a different tool.
