With that being said, let me assist you with your inquiry. Unfortunately, you cannot reduce the number of Total Submissions. Total Submissions for free accounts are limited to 500 and it resets back automatically every first day of the month. What you can do however is increase your total submission limit by upgrading your account. You can check the pricing at this link.
