CAMPO EXCLUSIVO - NÃO FUNCIONA

Tenho um campo exclusivo de verificação para que somente possam se cadastrar uma vez pelo formulário. Fiz de acordo com orientação que vi, para criar a cópia do campo CPF como texto.

Porém, não está funcionando - permitiu que a mesma pessoa se cadastrasse em ocasiões diferentes:
