The submit button doesn't work randomly

Um formulário com vários envios diários está com problema no envio. Após preencher todos os campos, os usuários apertam o botão para revisar as respostas, gerado pelo widget "Revisar Antes de Enviar", mas ele não responde, nem avança e nem exibe uma mensagem de erro. Isso não acontece em todos os envios e os envios em que acontece não têm ligação aparente. Nenhuma configuração limitadora de envios está ativada para esse formulário.

O que pode estar gerando esse problema? Como eu posso resolver?
