Now, let me help you with your issue. Are you trying to integrate your form into a Facebook Page? If so, is your Facebook page already have 2000 or more likes? Because if the page doesn't have that many likes, this integration will most likely not succeed, and the Page Tabs feature will also be unavailable according to our blog post about How to Add a Form to Your Facebook Page.
