How to change the resolution of the uploaded photo when being downloaded via PDF?

Verificamos que quando fazemos upload de fotos nos formulários, ao gerar o relatório, as fotos perdem a resolução.

Esse processo é normal? Existe alguma maneira de manter a qualidade da imagens?
