Porque quando vou vincular um segundo formulário em um fluxo de aprovação, não consigo vincular uma tabela para preencher com os dados que foram preenchidos na primeira tabela do primeiro formulario?

Now, coming back to your question, If I understood what you’re asking, you want to prefill the second form on your Workflow with the data from the Tables of another form. Unfortunately, that's currently not possible. You can only prefill the data from another form.

While the feature you're looking for isn't available at Jotform right now, we've gone ahead and escalated your request to our developers. Exactly when or if it's developed depends on their workload, how viable it is, and how many other users also request it. If there are any updates, we’ll circle back to this thread and let you know.
