Now, coming back to your question, if I understood what you’re asking, your forms are still disabled after deleting the uploaded files on your form. I checked your forms and I was able to replicate the issue. The Form over quota error is still showing even when the Usage Count is in good standing.
I was able to fix it by clearing your form cache. Let me show you how:
1. On the My Forms page, hover over your mouse to the Profile Avatar at the upper right side of the page.
2. Select Settings.3. Click on Settings on the left side of the screen.
4. Click the Clear Cache button on the Form Caches section. An alert message will appear saying “All caches are cleared”.Check out the screenshot below for the result:
