Now, coming back to your question, I've checked your account and can see that your account is already active. Your upload limit is currently 35.68 MB / 100.00 MB. Please note that for a Stater plan account, you are allowed a max of 100MB of upload space. Each account is given an upload space that is used to store the data you receive in the submissions. Mostly, it is used to store the uploaded files that you receive through your form submissions.
I also cleared your Form Caches to refresh the forms, you may try it again to see if that will make changes to your form.
