Now, coming back to your question, if you go over your account’s monthly limit, like your payment submission limit, your forms will be disabled, and users won’t be able to submit them. They’ll also see an error message when they try to access your form.
To fix this, you can either Upgrade your Account to increase your limits or wait for the monthly reset. You can also check out this guide to learn more about account usage limits.
