This API ID and the required key are provided by the platform providing the service, so you need to log in to the related platform to get these values from your platform account. As for instance, if the service is provided by Google, such as Google Maps or reCAPTCHA, you'll need to create a Google Developers account to access to the functionality provided by the widget and to generate the API ID and its transaction key.
