Now, let me help you with your question. Did you select En argent à l'arrivée from the field "Mode de paiement", and then you're stuck on "Please Wait" upon submission? When you select this option, you should click on the PayPal Checkout button. I suggest modifying your condition so it will hide the Submit button when the user opted to for En argent à l'arrivée. See the image below:
