Now, coming back to your question. Unfortunately, it's not possible to disable the restarting of the approval flow only when an empty field is edited, because when the option to Restart Approval Flow On Submission Edit is disabled, the approval request is no longer sent for all edited submissions. If you wish to disable it, here's how:

1. In Form Builder, click on Settings.
2. Select Approval Flows from the left menu.
3. In the Approval Flow, click the Pencil icon.

Once in the Approval flow, do the following:

1. Click Settings from the top menu.
2. Set Restart Approval Flow On Submission Edit as Disabled.
