As for your question, on default, Excel Report can only be viewed by the form owners. You can fix this issue when you disable the "Require log-in to see submissions." option from your account settings, so that users can download them without logging into their Jotform account. Let me show you how to do it:

1. In My Forms, click on Profile Avatar on the upper-right part of the screen.
2. Click on Settings below Admin Console.

3. Click on the Security tab on the left part of the screen.
4. Untick the Require Log-In To See Submissions checkbox.
