Now, let me help you with your question. By default, there is no limit on how many users can fill out or use your form/s. Depending on the kind of account you have, the “limit” will be applied to the total usage limit you can have per month. Here's how it works:
First, you can check your account's usage limit by clicking your profile avatar in the top right corner. You can click View More to see the full summary.
Alternatively, you can visit your account's Usage page to view these details, as shown below:
If you reached the limit for any of the features above, your form/s will be disabled and won't be usable. It is either you wait for the limit to refresh (as indicated on the red box above), delete/purge submissions to get new ones, or upgrade to a higher account for higher usage limits.
For your account, you are currently under the Starter (Free) plan, which, for example, has a monthly limit of 500 submissions. As mentioned, there is no limit when it comes to the number of users utilizing your form. However, if those users send submissions, and you've reached your 500 submission limit, it will stop getting new ones and the form will be disabled.
