Kann ich eine App auch ohne Formular erstellen und ein Formular später hinzufügen?

Now, let me help you with your question. You can create an app without a form, an example would be when building a Store. Here's how to do it:

1. In My Apps, on the left side of the screen, click on Create App.
2. Select Build Store.

Currently, the app is only subjected to the Monthly Submission limit, which means that your app users are not subjected to the Form Views limit at the moment, but once you add a form to the app, this will take effect. You can review your account Monthly Submission & View limit on this page. Monthly limits will reset every first day of each month. To know more about account usage and limits, check out this guide.
