Now, coming back to your question, Once you shared your form as template, it will be available to all Jotform users. If you want to share your form template with some specific users, you can share your form URL with users and ask them to clone the form. No submission data will be copied, only the form layout and settings. While sharing the form URL, make sure that “Do not allow my forms to be cloned by other users” is not checked under your Account Settings page. Let me walk you through it:

1. On your My Forms page, hover your mouse over your Avatar/Profile image on the top-right side of the page.

2. In the menu that comes up, click on Settings.

3. In the menu that appears on the left side of the screen, click on Security.

4. Now, uncheck Do not allow my forms to be cloned by other users under Privacy.
