It seems that if you change the Tax Text within the Payment Wizard it will not work and will just revert back to what it was before. I was also able to reproduce that on my end and I will forward this to our development team.
Meanwhile, you can change the Tax Text also by double-clicking it from the Payment field itself.
The screenshot below will show you how you can do it:
