To check your forms, I tried to connect to your website. However, I cannot reach it since it is password protected.
http://www.aspirationsohio.org/401/login.php?redirect=/forms.html
I logged in to your account and checked your forms.I was able to scroll down all forms.
I do not know how you embedded your forms into your web site. I can only guess that the reason you are having this problem might be because you disabled scrolling in the code you had embedded.
To fix this, kindly embed iFrame code and change scrolling to yes when you are embedding to your website.
Here is the guide that will help you to get your form iFrame codes.

If this does not work, for us to inspect your problem in detail, please provide us password of the protected area.
Thank you.

password for the web site form section is ASPIRATIONS2016. Please take a
look and let me know what to do. Thanks

It looks like you are currently using the Jotform app on Weebly to embed the form to your page. The height of the element where your form is embedded is only set to 518px instead of the actual height of 4000px, which is why you can't see the rest of the second form on your weebly page. Is it possible for you to adjust the height of the element on your Weebly account to display the second form in its entirety?
If not, then you can instead embed the form to your weebly page using the iFrame code as suggested by my colleague. You can check out our old guide on adding a form to weebly using iFrame: Adding a form to Weebly
If the issue persists, please let us know.
Regards.
