I have a form setup to order t-shirts. The customer has an option to pay now--i.e. paypal or pay later. We have the corresponding buttons assigned and showing correctly; however, when hitting pay later, it still takes the customer to the paypal page.
Is this possible?

We do not have a pay later option, but you can simply create two types of payment method that you can offer to your user. Here's a guide that you can refer to: https://www.jotform.com/help/182-How-to-Create-a-Basic-Multiple-Payment-form
If you wish them to pay later by means of doing a bank transfer or deposit, then you can use the "Purchase Order" in the payment field. You can then setup another payment form using "Paypal" if you want them to pay right away.
Another option that we have is the "Authorization Only" feature, this allows you to review the order and manually charge your user. Here's a guide for that: https://www.jotform.com/help/292-How-to-Enable-Payment-Authorization
Let us know if that helps.
