Someone is trying to register and pay for a conference on our website and gets this error. Does it mean the card has been declined?

I have checked your form and seems it is properly integrated with PayPal Pro, at this time I'm not currently able to test your form with a real transaction, but based on the error message you shown this is most related to the Credit Card used, as far as I know this is the error shown when the bank of your submitter is unable to process the payment so the error is not on the PayPal nor JotForm side.
Could you ask your user to try with another CC?
