Is there a way to have once a customer submits a form to have the message sent to a specific email?
I have tried to set this up but cannot seem to set it up properly.

Yes, you can send the email notification to a specific email address based on a selection, please check this guide: https://www.jotform.com/help/167-How-to-Send-Email-Based-on-Selection
