Another question...If I make up jot form registrations in jotform (I live in Canada) ...can I send the link to the form to someone in Argentina ..? and can they fill it out? or does it have to be in Canada?

When you are logging into JotForm from Europe, you will be automatically redirected to our EU site, a restriction legally imposed on us by the Safe Harbor invalidation late last year:

Your forms themselves and your account data are not moved to our EU datacenter, but as you are logging into our site from Europe, we must by default redirect you to our European site. That is why your forms in the Form Builder were using links such as this:
https://eu.jotform.com//?formID=53418497620965
Your customers who are submitting your forms can be from anywhere in the world, same as you. People from Argentina can submit your forms just as well as people from Canada for example, or Germany, or Australia, etc.
So regardless of where you are when you are creating your forms, your customers from around the world can fill out the forms if you provide them with your form links. And they can do that just as easily as accessing any other website.
