I added PayPal to my form to accept payments. If someone chooses to use the feature, I know that I have to complete the submission, but when does the money show in the paypal account?

When the PayPal form is submitted and transaction is completed by the form user, it should be immediately reflected in your PayPal history.
Please note that unpaid submissions are placed into 'Incomplete Payments' category on submissions page. The transaction is Not processed when you complete such submission, more information is available in the next guide.

ONe last question - why are some payments 'complete' and others need to be verified? Is this something with PayPal or JotForm?

I am not sure what you meant by "others need to be verified"? May I know if you have read the guide shared by my colleague? It's this link: https://www.jotform.com/help/272-Paypal-Incomplete-Payments-FAQ
If your users completed the payment in Paypal BUT the submissions are labeled as "Incomplete", then it is possible that your Paypal account's IPN is NOT enabled. Please enable it by following this guide: https://www.jotform.com/help/276-How-to-Enable-IPN-for-Paypal
