Hello paperboat,
You can use "Form Collapse" widget to achieve this. Its default behavior is opening one at a time.

If I understand your question correctly, you want to allow user open a collapse only one time. When users fill that part they won't be able to turn back that part.
Actually, it might be possible with creating conditions. I've created a demo form for you. According to my conditions user will not able to fill the name again if they fill the title. Kindly also check the guide below for more information:

Hi, thanks for the fast reply. Actually what i mean was, E.g i have two collapse, A and B. When A is open, B is closed. And when i open B, A will close

Thank you for providing more details about your concern. I've improved the demo form as you see below.=)
By that way, if the user opens the first collapse it will hide the second collapse. If the user opens the second collapse it will close the first collapse.
