Captchas are designed to change every time they are loaded/the form is opened. This is to ensure that the person filling out the captcha is a real human and is not an automated computer program used by spammers. By constantly changing the captcha every time it is loaded, this prevents the computer program from reading a pattern that they can use to bypass the system. Meanwhile, a human filling up the form can easily read the capctha and enter the required input.

Can you please indicate the form in question. I have just reviewed the form, 61356036984159 (Parish email), and did not notice the CAPTCHA changing every few seconds.

Looks like it might be browser specific. If I go there from inside Microsoft Edge, it doesn't do that, but IE and Chrome and Firefox all have it flashing rapidly...
