You can have the contact information send to you by email, with the reply address as the contact email address using Emails Notification.
To do this simply create a notification, and set 'Reply- to Email' to the email field inside the form then add your email address for 'Recipient Emails'.
Note that more than one email can be added to 'Recipient Emails' - Send-Notifications-to-Multiple-Recipients.

Thank you, but I don't think this answers my question.
I'm using an encrypted form. So when I get a contact from someone, I get a note to go to the web to read the email there. Since the actual contact form is not coming through my email, is there any way to respond to the person who filled out the form?

If the form is encrypted, you can only access the contact information from your JotForm account by providing the private key. Or using the VIEW RESPONSE button from the email and upload the private key.
In your case, you will have to copy and paste the information to email the contact.
