is there a method to obtain text from the audio wav file the voice recorder provides
i see a file link such as
https://s3.amazonaws.com/jotformWidgets/voiceRecorder/60534923124147/56ccf56a3c920.wav
but dont see how to download this file so as to convert this to text

I am not quite sure what text you are referring to. Are you referring to the actual link of the voice recorded file? Would you like to convert the recorded audio to a text?
When you use the Voice Recorder widget, it allows your users to record an audio and include it in their submissions.
You will receive it like this:
Just click the link and you should be able to play the audio, you can also download it. When you open the download link, just right click n an empty space and click "Save as...".
Here you can download your audio file in your computer.
If you want to directly convert the audio to a text file, I'm sorry but we do not have that application or feature, you'll probably need to use a 3rd party application that can do that.
