It seems like it would be possible to make an ODBC compliant, generic integration that could be used to submit anything to a user-controlled database (mysql, sql, access, nodb,etc)

Is there any document for reference that you can share to us to understand more about the ODBC integration option idea you had?
Currently, there is already a way to submit form data to databases. That is by using the form Send Post Data method.

You can enable Send Post Data in Preferences/Advance Settings
