Yes, the data will be cleared once the form is submitted.
The expiration date on the configuration wizard is for how long the "unsubmitted" data to stay on the user's browser.

The form does not appear to be clearing data after submission. I filled out the form and hit submit. Then I went back into the form and it still had all the data I had previously submitted. I then made a change to one of the fields and hit submit again - checked my submissions and there it was again.

BJoanna refers to a Clear Data button which can be added below the submit button. I don't want to add this button to the form as it won't do what I need. I want the data cleared after submit.
Please advise...

Normally, the fields will be deleted once you hit the submit button. So that the next user can start from the beginning with empty fields.
The auto-fill feature stores the data in your browser. In order for it to be deleted, you need your clear your browser cache and cookies or use the reset button to manually clear the form.
You can also set the custom thank you URL to redirect back to the form. This will present a new clear copy of the form it is submitted:
