I am having a hard time setting up the payment part of my ticket and vendor forms.
I tried to set up Paypal set up and I gave it a trial run and I got this error message
"[Paypal Express Error] An error had occurred. Please contact form administer for assistance. [security error] security header is not valid"
What does that mean and how do I remedy this?
Please help

Most likely issue here Heather is that your API credentials are not correct. For example, you might have an extra character, a wrong character or less characters added for API credentials, which causes this.
This is what I mean:
Once you add correct details you should no longer see any errors shown.

I copied and pasted all lines of information and checked them... all correct
Im still getting the same message

I was able to see this error when I test your jotform http://www.jotform.us/form/51217556601147
But as mentioned by our colleague, this error is usually due to wrong API credentials used.
Please double check that you are using all the correct API details.
Additionally, try first disabling the Auto Fill feature during your testing.
save the settings and retry.

I believe I followed your steps that you have provided, still error
I dont understand what i am doing wrong.
am i missing set up on Paypal or something? is there a difference between PayPal and Paypal Express and how do I know what I have with PayPal?

Yes, they are different.
You may want to check this article for helpful details.
You need to signup separately for Paypal Express Checkout.

So,
you think that if I change the Payment form to Paypal instead of Express, that should take care of the issue?
Is there a way I can remove the express payment form with out redoing the payment box?

You can try to change payment form to Paypal instead of Paypal Express to see if that will solve your problem, but we can not be sure that your problem will be solved considering that you are getting Paypal login information error.
Also if you remove the paypal express payment you will need to create new payment form the start.

I did change the form to Paypal, instead of Express and it seems to works, atleast gets me to the Paypal page now with all the correct info.
I luckily was able to save the info on the form so I did not have to recreate it all again.
