Form rules keep changing or stop working!

Hi EWCG,
Thanks for reaching out to Jotform Support. I assume you mean the Notification Email, and do correct me if I misunderstood. The de-facto limit to notification recipients for paid accounts is 10 per email and unlimited when using more than one Notification Email. By de-facto limit, I mean that it's not a strict limit like other limits. Still, we recommend users not to go above ten recipients because going above it increases the risk of running into functionality issues.
The workaround for adding more than ten recipients is simple and quick to do: You can always create more notification emails with a different set of recipients. That way, your recipient count is, in practice, unlimited.

I currently only have 4 emails listed and only 2 of the 4 emails are receiving a notification email. Any suggestions?

Hi EWCG,
Thanks for getting back to us. Please note u= that we have this restriction that limits the number of emails to be sent out so that no malicious users create a form and start sending spam emails.
However, If you want to send notifications to more than 10 emails, you can create another email notification and enter another 5 email addresses. Let me walk you through it.
Create Notification 2 and add another 5 recipients to it.
Go to Setting -> Conditions -> Change Email Recipients:
Set a condition to trigger Notification1 & Notification2:
