Hello,
When we receive a submission on our Referral form, we are able to access the PDF attachment. It ends up just being a blank screen. Please see screenshots attached of the email message and the webpage when we click the link.

Hi there,
I've checked your link but it landed on an "expired" error.
Please share the URL of the form in question for us to better assist you.
Also, check if the console log shows any errors and send us screenshots if it does, that'd be helpful.
In the meantime, I've cleared your form's cache, see if that helped.

Correct me if I'm wrong, but are you referring to the PDF download link included in the Email Notification of your https://www.jotform.com/form/201786472278162 form?
Let me run a few tests and I'll get back to you with an update.

I've tried triggering the issue on my end but can't seem to get the pdf-view link to appear on the email alert.
Please try adding the PDF download link to your Email Notification as a workaround. You can find it here:
