Thank you for contacting JotForm Support.
It seems your case was the same as the user in the other thread you posted on. Your submissions have been cleared, but the uploads counter was still showing as over the limit. I have also refreshed the counters on your account and it seems that the issue is now resoved.
Can you please check your account once again and let us know if the issue persists?

Your account is now showing 0 bytes of file upload. May we know where you are seeing this error? Can you please send us a screenshot?

I went ahead and cleared your form cache on our end and now the issue seems to be resolved.
