Change Account Email: Why does it require to verify email?

Once I changed the email again it goes for verification and need to create new for why?? I cannot use old form before I created why?

Once you change your account email, it needs to be verified. Note that it will not create a new account. Your account will have all the forms you have created, and it is just to verify the email change.
