You should scroll on the submissions page horizontally to find all the fields from your form, you should find the uploaded files and be able to download them, example:

Very helpful. Can you share with me the quickest way to download the forms
AND the attachments. I find when I select download I only get the pdf of
the form, not the attachments. I have historically downloaded the
attachments separately.
Is there an easier way?

As you mentioned, you can separately download submissions and uploads.
One efficient method of downloading both together is by exporting all your account data as a one ZIP file.

quite answer my question. Can I download ONE jotform with 20 submissions as
pdf and attachments as either xls or pdf, depending on how they were
uploaded?

Unfortunately, there is no way to download the submissions on that way.
The closest feature is the Export Data" which was provided by my colleague. Now, you may download the submissions as Excel which will include the submissions data and the download link for the files, this may help you, the following guide will help you to do so: https://www.jotform.com/help/44-How-to-Export-Form-Data-to-Excel
