Hi,
Is it possible to create a form with two layers of submission, ie. the first person submit the form and the second person get the link of the same form to respond on his/her part (example the approval section). Basically it is a same form that the first person fill up.
Another example, imagine a staff applying for a leave approval, so the supervisor need to access the same form that the staff submitted.

Yes, it's definitely possible.
I'll be using this form as an example: https://form.jotform.com/201503907193451
I would think that after submission, an email notification is sent to you or to the supervisor that will approve/respond to the request for approval.
So have that set up first in your email settings:

After that, go to you form and add "Get Form Page URL" widget. What this does is that when the form is opened, the widget will get the form URL. This will be integral later.
Set it to hide as well in the "Hide Field":
