I have deleted the uploaded submissions but I don't know where to delete the files. My account is over the limit and not resetting.

Hi,
You can solve this problem with easy 2 steps:
1. Click the Trash button on the dashboard's left menu.
In the trash section you will see the deleted data.
2. Click the Purge button as shown below:
