How is a form element moved to a specific line on the form

You can move elements by simply dragging and dropping them. Alternatively, you can click the right mouse button on the field you wish to move and select Move Up or Move down:

I would like to move the “Browse Files” button to be directly after a line on the form

I have checked your account and found a form converted from PDF that has a File Upload field (Browse File).

Can you tell us where exactly on your form would you like to move the File Upload field, please?

As my colleague has explained above, you can right-click on the field to select it and open a context menu that has the options to move the field.
