I am trying to submit the required documents to open up a PO. The email I got back said to submit them via Dropbox. However, we do not have Dropbox so I will save and submit as jpg files but since I can only attach one document at a time here I will have to send three times.

I'm sorry, but our Purchase Order is a bit different as we are using a payment processor to handle the transaction. They have specific steps you need to follow to enter the details and to get the PO file.
On your previous thread, my colleague gave you the guide to process the Purchase Order. Please check. There is no other way you can do the PO aside from the guide.
