Thanks for reaching out to Jotform Support. I cloned and tested your form and I saw you have a Terms and Conditions widget on your form to which you can link a PDF file URL, e.g., from Google Drive, so the user will be redirected to the shared PDF document. Check out my screencast below:

In my screencast, I inserted the URL of a shared Google Drive PDF document into the Terms Link. This ensures that when users click on the link, they will be redirected to the PDF document I want them to access.
