The output should come on our own company writing paper and other form info should come on the Dutch IRS background paper. Is there a way to choose the background per page in the PDF editor or leave some pages without background image and some with?

What you can do is have multiple PDF documents.
You can change the background-color or background image of each PDF document.
You can do it in the Layout Settings in the PDF Editor.

Unfortunately, you can not set two different backgrounds in the one PDF document. Instead, you can create two different PDF documents with different backgrounds and attach them into two different notification emails with the same recipient.
Please create two different PDF documents.
