How to prevent users to fill out the app again once they already filledit out?

My 2nd question would be, because this is a soccer registration how can I make sure if a parent does something like this they don't need to complete it again, as indicated in the picture above it shows complete. The only work around is maybe making a new form for new players and a different form for old players.

If you invite your users using the Invite by email option, every time they access the link to the app, they will see the checkmark indicating that they have already completed the form. Let me show you How to Share your Jotform App:

• On your App Builder, click on Publish from the top bar menu.
• Then, enter the email addresses of your users. That's it.

So it won't work if the user is invited via JotForm Link? A follow up question would be if they do fill out the jotform and then sign a document how would it know that they are the same users? Can it somehow link it?

Yes, if they accessed the App using the app URL, nothing will be displayed.
