We have run in to this issue, that once a form upload is over quota, even when all submissions and the cache is cleared, the form does not return to working. I cleared all the data and submissions and the cache for our form, and the form is still displaying as over limit. Please advise.

Thanks for reaching out to Jotform Support. I checked and see that your upload space is 944.22 MB out of your 100 MB limit. I checked and there are still submissions on your forms with attachments, for example, on your Rental Agreement Form. You also need to make sure that your trash folders are empty:
1. Go to your tables and click on the three dots icon after your form name:
2. Click Trashed Entries
3. Click Select All
4. Then Delete Forever
