I have followed the instructions to go into the data and say that I am not a HIPAA compliant organization so that I can access my form. However even if I click the tab that says I am not, I am still not able to access my form.

Thanks for reaching out to Jotform Support. I checked your account, and I am no longer seeing any forms that have HIPAA restrictions. Your forms are accessible as shown below:I cleared your form caches to refresh them. Can you try to access them again?
