I cloned your form and tested it while selecting Client in the Partner Type, but it appears that the Next button on page 4 is showing correctly. Check out this screencast below:

Can you tell us what options you selected, so we can try to replicate it from our end?

I am not sure what I am doing differently, but could it be that I have multiple tabs open of the same form that could be causing this issue along with the other one? might be a caching issue, but that seems like a silly cause. perhaps something with the autosave feature with different instances of the same form could be causing some type of loop with different versions?

Hi Vernelle,
When I tested your form, the same thing happened for me. After investigating it a bit, I found a solution. It appears that you're using a condition to show a section-4 page break; if the selected partner type is equal to publisher, it will display. Can you try to remove it from your condition. Check out my screenshot below:
Can you try it again and see how it goes? If you run into the same issue again, let us know, and we'll do some more testing to see what's going on.

Hi Waqas,
That condition looks like it is for the Publisher option, but when i observed the issue, it was when I selected the Data Management option.
any ideas why that would happen for the Data Management option as well?

I cloned your form once again and tested using the Data Management as Partner Type but I can no longer replicate the issue. I tried it your live form as well. See my screencast below to see my result:

I also checked your conditions for Data Managent and cannot see any conflicts that would hinder form fillers from proceeding with Page 4. Can you try it again and see how it goes? If you run into the same issue again, send us the link to your screen recording using Loom, and we'll do some more testing to see what's going on.
Once we have a better idea of what’s going on, we’ll be able to come up with a solution.

Hi Vernelle,
I checked your Hide/Skip to Page conditions and there are conflicts which is why the pages that are not supposed to show are showing. I suggest that you disable to remove all the Hide/Skip to Page conditions on your form and add the conditions highlighted below:
Basically, the conditions above will hide a page dedicated to a specific partner type if a certain partner type is not selected. Here's the result:
When the option "Client" is selected:
When the option "Publisher" is selected:
When the option "Data Management" is selected:
