Good day,
Please advice why the submissions is not synchronization and says only one submission allowed.?

Thanks for reaching out to Jotform Support. I cloned your form and tested it to see if I could replicate the issue and the same thing happened. Check out the screencast below to see my results:
The reason why you're getting a 'Sorry. Only one entry is allowed' error when submitting the form is because you have set the 'City' field as a Unique Field. This means that if the city was already filled out and submitted, form fillers won't be able to make the same selection again. If you want to prevent submissions from the same form filler, you'll need to remove the Unique Field and change it to a field that's more identifiable, like an Email or Name field. It's really easy to do. Let me show you how:
- In Form Builder, click on Settings in the orange navigation bar at the top of your screen.
- In the Form Settings tab of the left-side Panel, click on Show More Options.
- Navigate to the Unique Field option and select the field you want to use for the Unique ID.
That's it. If you don't want Unique Field enabled, you can set it to No Check instead. You can check out our guide about How to Set Form Limits Based on a Unique Field.

Are you referring to the supposed entry where the form responders got the "Sorry! Only one entry is allowed" error? If yes, since those entries weren't saved or submitted, I'm afraid they can no longer be retrieved. I answered your other question on a new thread. You can go ahead and check that out here.
