How come my incomplete submissions are not showing

I have created a form where users check in and upload a photo at each location and want to see what they have done before they submit final form. Here is my form

Thanks for reaching out to Jotform Support. I cloned your form and tested it to see if I could replicate the issue, but everything was working properly. Check out the screencast below to see my results:

For now, I've cleared the cache of your forms, which normally fix some minor bugs in the system. Can you try it again and see how it goes? If the issue persists, can you verify if this issue is happening every time you try to save a draft? Or if the issue is happening only when you use a specific device?
