You can follow the first five steps Christopher shared to create a blank form, and open the PDF Editor. After that, let me show you how to create a fillable PDF form instead of uploading an existing PDF file:

1. Click the + New PDF button in the upper left of the PDF Editor.
2. Select the New PDF Form option from the menu.
3. Select Blank from the modal.
4. Create a fillable PDF to your liking by adding fields.
5. Go to the Publish tab of the PDF Editor.
6. Click on the Download button to get the PDF and publish it.
