I want to allow people to fill out a form and submit it without completing payment

Hi cm2pkny,
Thanks for reaching out to Jotform Support. Are you talking about the EYSC Camper Application form? If so, I checked it and saw that the Product List is not a required field to be filled out, which means, that section can be skipped by form users and submit the form without making payments. Check out the screencast below:

But if you want to completely skip the payment fields and proceed to the next card/slide, you can add another question using a Single Choice field asking form users if they want to proceed with payment or not. And then, create a Conditional Logic for the field stating that if they answered No, then they will skip the payment part and proceed with the next couple of cards until submission. Let me show you how:
- In Form Builder, click on Add Form Element on the left.
- Under the Basic tab, look for Single Choice and add it into your form, just above the Registration Fee card.
- Next, click on its Gear icon to access the field's settings.
- Update the Field Label to your desired name.
- Go to the Options tab and add the selections Yes and No to the Options box.
Once done, start adding the Conditional logic for the field. Let's start:
- Select Settings from the orange navigation bar.
- Go to Conditions.
- Click on Add Condition.
- From the list, select Skip To/Hide A Page.
- Add the conditions as shown below and click on Save once done.
